About St. Paul/Capital City Officials

Our Background

Success in Officiating.

Mission Statement

The association began in 1923 as the St. Paul Officials Association. In 2010 the association merged with the Capital City Officials Association under the name of 'St. Paul/Capital City Officials Association'.

Our mission is to educate, develop and assign qualified football and basketball officials for the benefit of high schools and youth organizations.

St. Paul/Capital City referees have had great success over the years. Many of our members have advanced to the NFL, NBA, Divisions I, II and III football and basketball. We currently have two members in the NFL and two in the NBA. In addition there have been many, many high school state tournament and championship assignments.

Frank White Receives MSHSL Distinguished Service Award

 

Long  time St. Paul/Capital City official Frank White has been selected to  receive a Minnesota State High School League Distinguished Service Award  for his exceptional service to the St. Paul Capital City Officials  Association. This award affords the MSHSL the opportunity to honor  individuals who have gone above and beyond in service to their  Association and the student athletes who participate with our member  schools.


The presentation of this award will take place on Saturday, March 25, 2023,  as part of the State Boys Basketball Tournament. The Award will be  presented at a special halftime program during the Class A Championship  Game, which starts at 11:00 a.m. This presentation will be part of the  TV production that can be seen on Channel 45.
